Suggestions/Bug - Implemented Infirmary

Would LOVE to have an Infirmary again at Boilingbroke, not sure how it's going to work if an inmate drops or needs medical attention. Mount Zonah is so far out of the way, that I think DOC would benefit Greatly from having their Infirmary usable again.

Not been arrested nor am I DOC but this is something that should be a priority given how much it can affect the RP in the prison.
